COUNCIL RULES MADE UNDER SECTION 82G(R) - NO. 3

Attached for the information of organisations is a copy of Council Rule No. 3 made in accordance with section 82G(r) of the National Health Act. The section provides that rules may be made by Council for the purpose of the performance of its functions and the exercise of its powers.

Council Rule No 3 replaces Rule No 2 made on 22 October 1990 and provides a more comprehensive basis for the distribution of statistical data. The rules relate to the extent to which data provided to PHIAC by organisations in quarterly return PHIAC 1 will be distributed either to registered organisations or to the public generally.

The effect of the rules is that data relating to individual registered organisations will, as previously, have limited distribution, ie. to registered organisations, for the specific purpose of assisting the control and monitoring of the Reinsurance arrangements (PHIAC B report), whereas data in an aggregate form (eg. PHIAC A report) can be distributed generally.
