REINSURANCE SHADOW SYSTEM

PHIAC has been asked to provide a shadow calculation of reinsurance for the March and June quarters 1999. We have agreed to do that, but in order to provide some feedback to registered organisations in a timely manner, we will need the additional data requested provided to PHIAC in the format set out below.

The data is required by 13 October. We will not be able to complete the modelling until late November if the data is not received by this date as our priorities will be focussed on September Quarter 1999 reinsurance, the Membership and Coverage for September Quarter 1999 and the Annual report on Operations of the Registered Private Health Insurance Organizations

Data Requirements

Definition - Dependents by Age Cohort by State.

Dependents are defined as follows in the Risk Based Capitation Model

Dependents are defined as a person:

  1. who is covered as a dependent of the contributor; and

  2. whom the organisation accepts under its rules as a dependent child of the contributor;

but does not include:

  1. a person who is the spouse or partner of another person; or

  2. a person (other than a full time student) who is 18 or older; or

  3. a full-time student who is 25 or older.

Excel Spreadsheet Format

The format in which the data is required is attached.

The data is required at three points in time:

  • 31 December 1998

  • 31 March 1999

  • 30 June 1999

This will allow PHIAC to calculate an average membership for each quarter.
