DRAFT PRIVATE HEALTH INSURANCE (RISK EQUALISATION ADMINISTRATION) RULES 2007 – FOR COMMENT BY 14 MARCH 2007
The Private Health Insurance (PHI) Bill 2006, which is expected to commence on 1 April 2007 enables the Private Health Insurance Administration Council (PHIAC) to make some Private Health Insurance Rules. The Private Health Insurance Rules (PHI Rules) provide for matters necessary to carry out or give effect to the new legislative package. The PHI Rules will be made to commence at the same time as the Bill.
The PHI Rules made by PHIAC that are being circulated and attached to this Circular are:
- the Private Health Insurance (Risk Equalisation Administration) Rules 2007
These Rules describe the records to be kept by insurers and include the template on which information is to be provided to PHIAC.
Providing Comments and Feedback
All interested stakeholders are invited to make submissions or provide comments about the draft Private Health Insurance Rules. Submissions or comments should be directed to:

The template in these rules is very similar to the template sent out for comment early in February, which incorporated comments on the draft template sent out in December 2006.
It will be appreciated if comments on the text of the rules, and any further comments on the template, are made by the due date of 14 March 2007.
