PHIAC: DEVELOPMENT OF AN INDUSTRY WIDE GOVERNANCE STANDARD - SECOND INVITATION FOR COMMENT
This circular initiates a second tranche of industry consultation on the development of a governance standard for the private health insurance industry.
The papers issued with this circular include a copy of the revised draft legislative instrument and a discussion paper that responds to issues raised in the first round of consultation.
The papers are being circulated for comment from private health insurers and other interested parties.
To improve the quality of regulation, the Australian Government requires that all proposals undergo a preliminary assessment to establish whether it is likely that there will be business compliance costs. As part of the consultation process, PHIAC requests that respondents consider providing information on any particular impact of the proposed standard, and any compliance costs insurers are likely to face.
Respondents may also indicate whether there are any other regulations relating to governance that could be improved or removed to reduce the compliance burden or compliance costs. In doing so, please explain what they are and why they need to be improved or removed.
Once received, submissions will be provided to the Council so that they can be in possession of all relevant information when it considers making the governance standard.

Written submissions on the content and regulatory impact of the draft standard must be received by COB Wednesday, 5 August 2009.
Submissions to PHIAC will be treated as public unless clearly marked as confidential. Submissions may be the subject of a request for access made under the Freedom of Information Act 1982.
