NEW PHIAC 1 REPORTING REQUIREMENTS
INSURERS REQUIRED TO REPORT DATA FOR THE ACT IN THE PHIAC 1 FORM FROM DECEMBER 2009
This Circular is to inform Private Health Insurers of changes to the PHIAC statistics collection which will be implemented for the December 2009 quarter. These changes will collect information on private health insurance in the ACT separately from NSW collections.
Currently, ACT membership and benefits information is combined with NSW statistics when reported to PHIAC. Beginning the December 2009 quarter, information for people with their principal place of residence in the ACT will be reported separately from those resident in NSW - the NSW statistics collection will no longer include ACT data.
For risk equalisation purposes the ACT will continue to be included in the NSW risk equalisation jurisdiction.
The Annual PHIAC Health Insurance Survey (The December Survey) which collects data on hospital treatment membership in the ACT will be discontinued. The new dataset will provide this information on a quarterly basis, as well as providing other useful statistics for private health insurance in the ACT.
Data for the ACT will be collected in the PHIAC 1, PHIAC 3 and PHIAC 4 forms. The revised PHIAC 1 Formwith an added worksheet for ACT is available on PHIAC’s web site on the Forms page. Insurers should ensure that they use the provided PHIAC 1 Form, rather than changing an existing Form. Modifications to the new form include additional data checking, including a version check, and returns that are not provided on the revised Form will be rejected. Anupdated PHIAC 1 validation template, consistent with the new Form, is also available on the Forms page. Revisions to other reporting templates will be circulated at a later date.
These changes have been made in response to requests by industry stakeholders and will enable the collection and dissemination of additional data for use by insurers, government and consumers when making informed decisions and choices. The new information will be incorporated in PHIAC’s publications.
Insurers should ensure that their software suppliers are informed of these changes and their systems are updated to enable reporting on the new Form.
