Insured Persons by Age Category - All Private Health Insurers - As at 31 December
Introduction

This publication presents the results of the annual survey of privately insured persons for hospital treatment benefits by State and Territory as at 31 December 2007.

In other PHIAC publications prior to 1 April 2007, insurers only reported membership in states where they had more than 500 single equivalent units and combined the membership of other states into their major state. Now they report membership in every state with the exception of ACT which is included in NSW. This ongoing annual survey collects data for ACT separately and reports the number of privately insured persons by age and gender category and by place of residence as at 31 December. The first survey collected data for 31 December 1998.

PHIAC conducted an annual survey as at 30 June that concentrated on ACT coverage for 1996 and 1997. The results of these surveys are also shown below. The June survey has been superceded by the current December survey.

Lifetime Health Cover, introduced from 1 July 2000, saw an unprecedented increase in the number of insured persons in all age cohorts. This is reflected in the increase in insured persons between December 1999 and December 2000.

Between December 2002 and December 2004, the number of insured persons remained relatively stable, with marginal changes in each year. For the years ending December 2005, 2006 and 2007 there was an upward trend in the number of insured persons with increases of 1.2%, 2.2% and 4.4% respectively. There were increases in all age groups nationally during the year to December 2007. Increases over 2007 were largest for persons aged 25 to 29. There were also large increases in the number of insured persons aged 30 to 39 and 60 to 69. The percent of the population with hospital insurance for all States and Territories at 31 December 2007 was 44.4% an increase of 1.0 percentage point compared to December 2006.

The ACT continues to maintain a higher percent of the population with hospital insurance than other States and Territories. The percent of the population in the ACT at 31 December 2007 was 55.5%, an increase of 1.5 percentage points over the year.

Trends in the age distribution of insured persons are illustrated in this report by bar charts. The distribution is consistent over all the States and Territories. The most noticeable aspect of the age distribution is an under-representation in the younger age categories that is particularly marked in the 20 to 29 age category. Since the introduction of Lifetime Health Cover, over the years 2001 to 2006, the general trend has been increases in insured persons aged 20 to 29 and insured persons aged 60 and over. Over the same period there were decreases for insured persons aged 30 to 34 and 40 to 44, as well as insured persons aged 19 and less; in 2007 the number of insured persons in these age groups increased. Increases in some age groups reflect ageing as people move from one age group to the next.
